        The purpose of the current study is to study the readiness of petrochemical companies for organizational learning and to present an appropriate structural model for the establishment of organizational learning and knowledge management in the National Petrochemical Company. To achieve the purpose, the mixed method of qualitative-quantitative was used. To know the current situation, the quantitative survey method/ survey electronically were used in the country with the return of 801 questionnaires from 18 petrochemical companies and the variables of organizational culture, learning styles and dominant trends of learning were examined. For elaboration on the current situation and expectations of the company, the qualitative approach and grounded theory were used and finally the results of qualitative and quantitative parts were mixed. The findings show that the organizational culture of petrochemical companies in the current situation has more skewers towards the hierarchy and to some extent towards the market, and the components of family culture and especially Ad hoc are poor. Also, among the four learning styles, in the company’s current situation the convergent and divergent poles are dominant and also assimilating and adapting styles have less frequency. In terms of existing training programs, the general attitudes can be observed to the personal acquisition of knowledge instead of attending the formal training programs. Also, the qualitative findings and the results of interviews highlighted the changes in three areas; requirements, key processes, learning operations for the establishment of organizational learning.         Today's work environment is competitive with complex and different activities. Organizations need appropriate strategies for different parts ,in order to work in such environments and to realize their goals. These strategies are implemented by human resources or human capital, and they are critical factors for the success of the organization. So readiness, abilities and effectiveness of these resources are important for organization .In fact, employees are faced with different problems that can effect on their workplace and family performance. So the mechanisms are required to offer solutions to these problems. One of these mechanisms is Employees Assistance Programs (EAPs) that are created in order to help to solve their employees and family member problems. Among of these problems, we can consider the Work – Family Balance (WFB) issue and its importance in today's organization. Existence of balance between all of these areas will have a positive effect on performance at work and family life. Refah K. Bank has recognized the importance of employees and it offers some EAPs to them. One of the problems of Refah K. Bank that has created the importance of addressing the issue of work – family balance, is employees’ overtime and its consequences for the bank.According to what was said, the main research question was: “Do EAP are influencing on WFB for employees of Refah Bank?” 385 questionnaires were distributed among Refah Bank employees. The research method of this study was Survey method and Regression analysis was used to analyze the data.         The hospitals are the most interactive organizations. Their interactions can lead to learn and knowledge-creation of human resources if so the direction of its culture is to the learning organization direction. The purpose of this paper is to examine the role of intellectual capital on organizational learning capacity and knowledge-creation in health organizations. In this regard, addressing the mediator of the learning organization is a priority. The methodology of this research was descriptive– correlative method–; and the statistical population was included of the medical staff. A sample of 200 employees from 800 personal of statistical universe, using Cochran formula, was used. To collect the data, Standard questionnaires– their validity and reliability approved in the earlier internal and external researches- were used, such as intellectual capital of Bontise (2004), learning organization culture of Yang (2004), Knowledge Creation of Choi and Lee (2002) and organizational learning capacity of Chiva (2007). In order to evaluate the relationship between latent variables measured in the conceptual model, structural equation modeling techniques were used. The findings showed the highest level of correlation was between intellectual capital and organizational learning capacity (.77) and the lowest level of correlation between intellectual capital and learning organization culture (.56).         The present study tried to evaluate the impact of organizational social capital on knowledge sharing in media organizations. In this regard, center of new media in IRIB as a major media organization in the country was studied. The descriptive survey was used as a research method. In this study, Nahapiet and Ghoshal (1998) social capital model was used to evaluate the social capital and Chang et al. (2013) Model for checking the status of organizational knowledge sharing. The data collection tool was the questionnaires of abovementioned models and the reliability of the questionnaires were satisfying. A sample for this research is 97 people of center of new media in IRIB. Data compiled was examined by the software of structural equation PLS. The results of the model were satisfying. The results of path analysis showed that organizational social capital on knowledge sharing has a significant and positive impact. It was also found among the three dimensions of social capital (Structural, relational and cognitive), the structure and relationship of social capital dimension have a significant effect on knowledge sharing. Due to the important role and effect of training in organizational performance and prosperity, innovation in company training has been investigated. The core problem is the exploration of the innovation barriers in organizational training. In this study the qualitative research method and content analysis have been used. The main question is that, what are the factors on organizational innovation in the training sector of national Iranian oil company (NIOC)? To find these factors, innovation barriers in the training sector, we applied interview due to considering the organizational context. The interviewees were the training experts in the companywide.         This research tried to assess the situation of training courses and provide a qualitative model for improving the effectiveness of State Tax Organization, using a mixed method approach. First, the current situation of training was investigated and training courses were assessed. In quantitative part, statistical population included all state audit assistants, assistants, and lead auditors who were selected by cluster sampling method in the some provinces as research samples. Regarding intended training courses, it was specified to assess tax-training courses which were held for experts in the last two years. To collect data, a researcher-made questionnaire was used. The validity of questionnaire was confirmed by educational experts and by using Cronbach’s alpha, reliability was reported equal to 0.96. Data analysis indicated that current situation of training courses need-assessment, goals of training courses, content of training course; instructors of training courses, organizing training courses, assessment of training courses, motivation were moderate. Given the above results and interview with tax experts, the results indicated the major training system damages of State Tax Organization included need-assessment (systematic, non-scientific, non-comprehensive, non-functional, and lack of cooperation of staff in need-assessment), goals of courses (lack of information, general, inappropriate content), content damages (the extent of topics, lack of specified team to formulate content, and theoretical content), instructors (incompetence, improper payment, poor teaching method, and faulty system of selecting instructors), environment and condition of holding courses (poor facilities and equipment, and inconvenient time of holding courses), damages of implementing courses (lack of trainees’ separation i.e. co-educational system, lack of managers’ support, time of courses, and non-executive courses), training evaluation (not caring about training effectiveness, unreal assessment scores, and lack of supervisors’ cooperation regarding assessment), motivation (lack of mechanism to encourage and punish trainees, trainees’ insufficient incentive, instructors’ insufficient motivation), cultural problems (supervisors do not believe in training and inappropriate attitude of senior managers to training), manpower(lack of manpower and incorrect use of expertise in training).         Nowadays, the performance of organizations cannot be judged solely on the basis of financial criteria, because research has shown that the market value of companies and financial institutions is mainly non-financial assets to which assets intangible or intellectual capital. This study is tended to identify the dimensions of intellectual capital and knowledge management and their impact on organizational performance in IOTC. This research has been done by using a descriptive analyzing method. The population sample in this study was the managerial members of the company (managers and supervisors) which included 214 individuals at the time, and was conducted by a census method, the structural equation modeling is utilized for data analyzing. The results of data analysis indicate that the proposed model has a suitable fitness. In this model, human capital (HC), structural capital (SC) and relational capital (RC) had positive effect on organization performance, and also these components have indirect positive effect as a mediating role of knowledge management on organization performance, which the impact of each factor has been specified and ranked; then some suggestions have been made accordingly.         The aim of the present study determines the relationship between organizational factors and human resources development with the mediating role of knowledge management process and transfer of training in the Islamic Azad Universities of Hormozgan. This study was a correlational research using methods of structural equation modeling. The statistical population included all employees of Islamic Azad University of Hormozgan province, which includes 560 employees that 228 people were selected as statistical sample of the research. To collect data from questionnaires of Shekarzade knowledge management process (2012), Halton, Bates & Rona Transfer of Training (2002), Manus Organizational Factors (2004), Najafi human resource development (2012) were used, Structural validity through confirmatory factor analysis confirmed. Reliability of questionnaires was reported using Cronbach's alpha coefficient as 0.93, 0.89, 0.89 and 0.91, respectively. The results showed that organizational factors have a direct impact on the knowledge management process. Transfer of Training has a direct impact on the development of human resources. knowledge management process has a direct impact on the human resource development.         This research aimed at the study of effective developmental factors on establishment of organizational quality management system in universities with emphasizing the development of human resources using grounded theory (GT) as a qualitative approach. Accordingly, to collect data 27 experts from this field were interviewed with purposive sampling method using in depth – semi- structured in three groups: professors, decision makers and key informants in the field of academic quality. Data analysis was performed during open coding stages, orientation and selection by MAXQUDA 12 software. In order to validate the data, collaborative research technique, member checking, and researcher review and reliability index between two coders (Inter-rater reliability) were used.         Today, the e-learning system has become an integral part of a learning system at the cutting edge. The staff of the organization of registration of documents and real estate in order to increase productivity and especially reduce the waste of time and energy, as well as the use of high user levels and flexibility in receiving educational services are keen to use e-learning services, and this has led to the expansion of this type of training in the organization. Is. The present study has developed various aspects of the evaluation of the e-learning system based on the ECVAL model. The organization of registration of documents in view of the geographical dispersion of satellite organizations and the necessity of using this system have been studied in this study. The developed model consists of various indexes such as apparent standards, content, security, compatibility with virtual instruments, etc. To this end, a 3D questionnaire has been designed and distributed. In this questionnaire, questions were asked to evaluate employee satisfaction and distributed among 80 employees of this organization. The results of the evaluation and statistical analysis show that the apparent character is of the highest importance to the users, and the security issue is of low importance to them.         The study is of the basic-applied research type that uses a combined exploratory research method. The study population is comprised of 16 human resources development experts and social security organization’s managers in the qualitative section and 351 staff members working in social security organization as the study sample volume in the quantitative section. Purposive sampling was the method of choice in the qualitative section and simple randomized sampling was utilized in the quantitative part. The data collection instrument was semi-structured interviews in the qualitative section and Heresy and Goldsmith’s organizational performance questionnaire and a researcher-constructed human resources development questionnaire in the quantitative section. To analyze the data in the qualitative section, use was made of NVivo11 in the qualitative section and SPSS19 was employed in the quantitative section. The data analysis method included a qualitative grounded theory method (open, pivotal and selective coding) and Pearson correlation and simultaneous regression in the quantitative section. The study results resulted in the formation of an individual HR development pattern in the qualitative section for Tehran’s social security organization; in the quantitative section, the effect of the pattern on the organizational performance was investigated and the results signified the positive effect of the individual HR development on the organizational performance. The present study’s findings can offer applied and operational implications in line with individual HR development and organizational performance improvement in social security organization.         The purpose of this study was to identify the dimensions and components of training based on lean thinking in social security organization. This research is applied in terms of purpose and in terms of collecting data, descriptive-survey method. The statistical population of the study consisted of managers, deputies, heads and educational experts in the headquarters and executive staff, and educational supervisors of the hospitals affiliated to the Social Security Organization (420 people). The sample size was 200 people according to Cochran formula and were selected by simple random sampling method. In order to collect information, a researcher-made questionnaire was used including 17 components and 126 items. The face validity of the questionnaire was verified through pilot implementation, content validity through comprehensive review of literature and expert judgment, and construct validity was confirmed by factor analysis and its reliability was estimated by calculating the Cronbach's alpha coefficient of 0.97. In order to analyze the data, descriptive statistics (frequency tables, mean, variance, standard deviation) and inferential statistics (Kolmogorov-Smirnov test and exploratory and confirmatory factor analysis) were used. The results of data analysis at the level of 0.01, 17 dimensions, and 117 components as dimensions and components of pure education in the social security organization showed that the overall effect of these dimensions was 63.73% and dimension of value stream (identification of waste and value-creating activities) had the highest share (84.52) and dimension of human resources management had the lowest share (0.48). Therefore, in order to eliminate education in the social security organization, it is necessary to identify the losses and create valuable activities. Manuscript profile

        Competition in today's world is not having assets but having two other essential elements. One is investing in knowledge and learning in the organization, and the other one is the training of capable employees. The purpose of this study was to design a staff empowerment model based on organizational learning. The research method has been used in terms of qualitative-quantitative nature (mixed) in terms of applied type and in mixed research methods, exploratory method is used sequentially. The data collection tool was semi-structured in the qualitative section of the interview and a researcher made questionnaire in the quantitative section. The statistical community in the qualitative sector is the knowledge and expertise of human resources in the banking system and universities. Sampling was done using a non-probabilistic sampling method including targeted techniques (snowball chains), based on which 18 interviews with experts in the banking industry took place and from among them, it was interviewed with 10 people through the focal group. For analysis of qualitative information, content analysis and open, axial and selective coding method is used and in this way, the MAXQDA2018 software is used. The statistical populations in the quantitative chiefs of staff and managers of Sepah bank branches in Tehran province were 322 people. A sample of 175 people was identified using the Cochran formula & stratified sampling. For analyzing quantitative data, structural equation and PLC software have been used. The obtained pattern includes organizational learning relationships and empowerment of employees, components, indicators and impacts of empowerment based on organizational learning.         The purpose of this study was to design a model for assessing key human resources competencies of Yazd executives. Accordingly, the study was mixed (quantitative – qualitative(Therefore, first, the synthesis method was used, then the Delphi technique was used to design the model, and finally, the quantitative method was used for validation. Due to the nature of the research, there are different sampling and sampling methods. The first part of the statistical population consists of all articles related to key human resource competencies, scientific documents and all specialists, academics and elites with relevant experience and expertise. The sample included 84 documents (45 internal sources and 39 external sources) selected by census method and in the second part 10 targeted individuals (saturation limit of 10 persons) using purposive sampling method were chosen. For the design of the sample, the statistical population includes experts who were selected by purposeful sampling method (31 persons saturation limit) and for statistical population validation including senior experts and human resources managers of provincial executive agencies including deputy. Manpower Development Management and Planning Organization, Governorate, Human Resources and Administrative Transformation Committee in the province with a bachelor's degree or higher and with at least 4 years of work related to 828 people. In this section, 267 persons were selected using simple random sampling. Semi-structured interviews and researcher-made questionnaires were used for data collection. Based on this, a questionnaire was prepared and then provided to the instructors and consultants and the questions were modified. The coefficient of agreement was 0.81 which was confirmed by 3 experts. The results showed that the components of key competencies of human resources in executive systems consist of 4 components including individual characteristics (36 indices), knowledge (16 indices), skills (23 indices) and value (36 indices( In the last step, using structural equation modeling, model validation was performed. The results indicate that the questionnaire data can be reduced to a number of underlying and fundamental factors. And the result of Bartlett test showed that the correlation matrix is not a single matrix and the same matrix and finally 4 factors (components) have higher than one specific value. One of the newest methods is using the related concepts the game to design the training courses. The games can be used and extended as patterns in learning. This survey has been done to find the gamification implementing approaches in teaching staff, by using the qualitative method and semi-structured interviews with experts in training and gamification precinct whom selected with snowball method. Data analysis has been done in two sects: in the first one, the data obtained from the interviews were analyzed by using Theme Analysis method, and in the second one, the entropy Shannon method has been used for prioritize the approaches. As a result, we found the approaches which were divided to six kinds such as: cognitive, emotional, social, preparing, educational, and organization, and approaches were also prioritized. It can be concluded from these findings which the approaches presentation to organizations educational courses holding solutions can improve the employees motivations and spirits and also can increases their participation and performance, so it can enhance the organization effectiveness.         One of the essentials of every society is its administrative and managerial system. An ideal and efficient administrative system might lead to developmental plans’ aims. A health organization is constructed by employees who are commitment to their work and also are creative, innovative, high performance and high morale. These innovative employees help organizations gaining their goals and even also societies being thrived. Many factors affect organizational integrity and one of them is comprehensive employee training. Because of importance and role of employee training system in administrative integrity and preventing corruption, in this research we are going to identify components and criteria of employee training system to develop administrative integrity in public organizations. The approach of research is qualitative and the method is theme analysis and to extract criteria and components of training system to develop administrative integrity, the interviews have been done with experts of the administrative and recruitment organization using purposive sampling method. The ideal criteria of training system to develop administrative integrity is extracted in format of 4 main theme, 13 subsidiary theme and 48 concepts and results showed that characteristics of training system to develop administrative integrity includes expert-based training, ethical-based training, continuous improvement and priority and continuous courses of development of administrative integrity.         Aim: This study investigates the impact of organizational coaching on cynicism and job performance with a multilevel approach. Methods: The research method is descriptive-survey. The statistical population of this study included all employees of petrochemical companies in Mahshahr Special Economic Zone. Through a sample size formula in limited societies, 245 people were randomly selected from 18 companies and questionnaires were distributed among these employees. Smart PLS software and HLM software were used for data analysis. At the individual level, the results showed that cynicism had a significant negative effect on job performance. Results: The results of multilevel analysis showed that coaching at the organizational level had a significant and negative effect on organizational cynicism at the individual level and a positive and significant effect on job performance. In this study, the moderating role of Multilevel coaching on the relationship between cynicism and job performance was confirmed. Conclusion: It seems that organizational coaching and strengthening it in the organization reduces organizational pessimism and improves employee job performance. Manuscript profile

        The purpose of the current study is to present a strategic model of succession emphasizing on organizational learning in Iran universities particularly the Islamic Azad University of Khorasan Razavi. Mixed-methods, exploratory deign was used in this study in which qualitative approach was initially utilized and subsequently the quantitative approach was used based on the results obtained from the qualitative phase of the study. The researcher proposed the initial conceptual framework and model, based on the results of interviews analyzed with the Delphi method. Then, the model was evaluated using the Field information and survey results. Data were collected through interviews with 25 academic experts who had scientific publications. The data collection tool was a researcher-made questionnaire and interviews with university experts. The findings of this study revealed that the conceptual model of the study indicates that succession is influenced by 7 variables that were considered in designing the questionnaire and measuring the pattern of these variables. The results also confirmed the dimensions and factors affecting succession planning and identified the importance of each variable, which are: a) system of education, b) evaluation and measurement of policy performance and c) talent identification d) strategy and the formation of a talent treasury e) human resources.         The purpose of this study is to present the job career management model of Tehran Municipality Organization as a strategy for human resource development. Research is qualitative in terms of inductive nature and qualitative in terms of method. The statistical population of the research is the experts of Tehran Municipality Organization. Using targeted snowballing technique, 11 people were selected by considering the theoretical saturation. The data collection tool was a semi-structured interview. The approach used in the present study is the Granded Theory technique, which was presented after performing the three steps of open, central and selective coding of the initial model, and then using the Delphi technique and obtaining the opinion of experts, the final research model It was based on 6 dimensions of causal factors, pivotal category, strategy, bedrock factors, intervening factors and consequences. Then, causal factors were formulated in the form of individual and organizational factors. Bedding factors include; they were hardware and software capabilities. Environmental, behavioral, and structural barriers were identified as interfering factors in the model, and development strategies and current strategies were classified as model strategies.         Nowadays, organizations and companies demand employee competence in a wide range of essential knowledge, skills and attitudes because competencies are considered as important predictors of employee performance and success. The purpose of this study is to present the managerial competencies of managers in the Tax Affairs Organization and compare it with the current situation of these competencies. For this purpose, in the quantitative part, using Morgan table, 356 managers of the country's tax affairs organization were selected by simple random method, and in the qualitative part, 30 people were selected as a sample by purposeful method. The data of this research were collected using library studies, interviews and questionnaires. In the qualitative part, MAXQDA software has been used and in quantitative part, SPSS software have been used. Due to the normality of data distribution, one-sample t-test was used to analyze the data of the questionnaire. According to the research findings, the dimensions of mental health, perfectionism, communication, commitment, individual ability, mental and social health in the field of general competencies, dimensions of managerial personality, managerial communication, managerial skills and leadership in the field of managerial competencies, Dimensions of tax intelligence and tax knowledge in the field of specialized skills were counted. Of the total components, 48% were undesirable and 52% were favorable. The research method is descriptive-applied and structural equations. Statistical population of all managers and management experts of high levels of the Central Bank and its affiliated organizations (429 people) from which 203 people were selected by simple random sampling. The standard questionnaire of organizational learning (Azizi; 2014), organizational transformation (John Gutter and Peter Drucker; 2005) and staff professional development (Long et al., 2015) were used to collect data. Its validity was assessed through face validity and reliability by Cronbach's alpha (organizational learning: 0.95, organizational transformation: 0.92, staff professional development: 0.88). Data were analyzed using SPSS and AMOS software. The results showed that organizational learning has a direct effect on staff professional development and organizational change and staff professional development has a significant mediating role in the relationship between organizational learning and organizational change. The research method was applied in terms of purpose and a little descriptive-analytical in terms of data collection. The statistical population of the study includes; 1) Expert faculty members in engineering and active in the field of industry, 2) Managers and experts working in industrial organizations with experience of 5 years or more and have an engineering degree from 46 universities and 4 top industrial organizations to 467 people. Using Cochran's sampling formula, a sample size of 216 people was selected by stratified random sampling. In order to identify the professional competencies of engineers to enter industrial organizations, the background of the researches and the onet site have been examined, then the qualifications of extraction and based on it into two general categories; General and specialized were classified. In order to collect data, a 42-item researcher-made questionnaire was used and the Cronbach's alpha coefficient for all underlying indices was 82.3. To evaluate the validity of the questionnaire, the opinions of relevant experts as well as the validity of the structure were used. The results showed that: 1- The required professional competencies include; General competencies (personality competence, planning, cognitive competence) and specialized competencies (systematic, applied, professional ethics and strategic. 2- The general model of the research was fitted by using confirmatory factor analysis. 3.         Today organizations are more complex than in the past, and managers need to acquire new and important competencies to help organizations achieve their goals. The purpose of this study is to provide a model of managers' competencies in complex organizations, which is applied research. This research has been done in two phases, in the first phase, the model is designed and in the second phase, its validation is done. In the first stage of the first phase, based on the frequency of complexities observed in the research literature and by systematically studying the theoretical foundations and also based on interviews with experts, three types of structural, technological, and environmental complexity were considered as the basis for evaluating organizational complexity. In the second stage, which had a quantitative approach and the goal was to identify and select a complex organization, a 21-item questionnaire was designed and its validity was confirmed by experts, and its reliability was confirmed by calculating Cronbach's alpha and distributed among 291 middle managers of the municipality. A one-sample, complex organization t-test was selected. In the next stage, which had a qualitative approach, a semi-structured interview was conducted with 18 experts who were selected by the snowball method, and the initial model of managers' competencies appropriate to any complexity was obtained. In the fourth stage, which had a quantitative approach, a questionnaire was designed based on the initial model and distributed among 5 experts by the Delphi method and after performing three round trip steps, the modified model was obtained. In the second phase of the research, which aimed to validate the modified model and had a quantitative approach, a questionnaire was designed based on the modified model. and distributed among 15 organizational experts, including municipal managers with at least a master's degree and a history of more than twenty-five years, and by calculating the relative content validity coefficient, the final model of managers' competence was developed for any complexity.         The aim of this study was to present a model of empowerment of employees of the Social Security Organization based on the teachings of Nahj al-Balagheh. On this basis, first, using the documentary analysis approach of Nahj al-Balaghah, Dashti translation, which includes 625 pages, 241 sermons, 79 letters ,and 480 wisdoms, was analyzed and the items that were in line with the intended themes were extracted. Then, the indices were selected from the extracted themes and the components were selected from the indices. The analysis performed in this study was inductive qualitative content analysis. The extracted themes were then presented to the experts using the Delphi technique. After Delphi approval, the model was designed. To validate the designed model, the model was developed in the form of a suitable questionnaire and the questionnaire was provided to 281 employees of the Social Security Organization of Chaharmahal and Bakhtiari province. The results were analyzed based on the structural equation model. Therefore, according to factor analysis, 8 factors and 45 items were extracted, which include: factor 1: independence (including 4 items); factor 2: responsibility (including 6 articles); factor 3: self-control (including 8 items); factor 4: self-esteem (including 6 items); factor 5: building trust (including 4 articles); factor 6: Modeling (including 5 items); factor 7: knowledge enhancement (including 6 items) ,and factor 8: work discipline (includes 6 items). For this purpose, in the present study, the effect of the Un-learning context of organizational innovation with the mediating role of human capital in Razi University was investigated. Methodology: In this study, standard questionnaires Un-learning, context desegregation, and human capital of Sagara-Navarro (2017) and Young and Ahmed Organizational Innovation Questionnaire (2004) were used. The study population of Razi University staff was 585 people and 230 people were selected as a sample using the Morgan table. In order to analyze the collected data by structural equation method and path analysis by partial least squares method in a software environment (PLS). Findings: show that the Un-learning context has a positive and significant effect on organizational innovation. Shows an organization with the role of human capital. Conclusion: In order to provide innovative services, university managers and staff should put aside their old knowledge and use new and updated knowledge. Therefore, adopting an innovative approach in universities leads to improving the competencies of human resources, science, and technology.         The present study attempts to answer the question in terms of the indicators and the criteria affecting the educational needs assessment with the approach of realizing organizational strategies in Abadan Oil Refining Company. Therefore, this study aimed to identify and rank the indicators and the criteria affecting the educational needs assessment accordingly. Descriptive research method of Delphi was used in this study. To this end, a field survey was used to identify the effective criteria on educational needs assessment with the approach of realizing organizational strategies. These criteria were provided to 15 experts to be scored based on the research setting. Next, the extracted results yielded six indicators and 33 components. DEMATEL method and network analysis process were used to analyze the data. The results show that managerial factors were the most effective (7.46), and environmental factors were the most affected ones (6.59). The results also showed that environmental factors were the most important (0.240), and structural factors were the least important ones (0.106). Manuscript profile

        The aim of the present research was to optimize the competencies of strategic managers in state organizations. This applied research was conducted quantitatively to collect the data. A researcher-made questionnaire was used to determine the level of consensus among respondents on the priority of the proposed indicators for the competency of strategic managers. The relationship between the components of the metaheuristic model was determined by 122 senior and middle managers who were selected by random stratified sampling from the studied organizations: Tehran Governor's Office, Administrative and Recruitment Affairs Organization, Supreme Audit Court, Welfare Organization, Iran Health Insurance Organization (IHIO). Data were analyzed using the metaheuristic approach method based on genetic algorithm and decision tree, using the WEKA and RAPIDMINER software programs. Based on the results of the Shannon’s method, ethics earned the highest priority. Furthermore, 11 out of the 16 extracted factors affecting competency were selected as the optimal characteristics of strategic managers in state organizations using metaheuristic algorithms. These were knowledge competencies, skill competencies, basic competencies, psychological competencies, ethics, general competencies, interactions and communications, resource management, strategic thinking, transformism, and leadership.         This article aims to provide a model of human resource absorption with the development of human resources in government organizations. In terms of purpose, the present study is an applied-developmental research and in terms of data collection method, it is a cross-sectional research. To achieve the research goal, a mixed exploratory design has been used. The statistical population in the qualitative section includes managers of government organizations in Khorasan Razavi province. Purposeful sampling was performed and 15 people achieved theoretical love. The statistical population also includes 6000 human resources of government organizations, which with the Cochran's formula is estimated at a sample size of 345 people. The required sample size was provided by stratigraphic sampling method in four regions of Khorasan Razavi province. Interviews and questionnaires were used to collect data. The basic categories of human resource development were identified by content analysis method and the final model was identified by validation equation modeling method. Qualitative data analysis was performed with Maxqda software and quantitative data with LISREL. The results of comprehensive categories are categorized in terms of technical, human and value factors. Organizing factors also include skill, knowledge, attitude, behavior, adherence to values, pragmatism, economic, technological, social, cultural, revolutionary, powerful. Technical factors consist of knowledge, skills, economic factors and technology. Human factors include attitudes, behaviors, social and cultural factors.         The purpose of this study was to design a succession planning model with the human resource development approach in the Hajj and Pilgrimage Organization using a meta-analysis. To do this, after studied the research literature and identifying the components of substitution breeding from its heart, they were classified and separated and the components were extracted. This research was based on the purpose of applied research and based on descriptive and exploratory nature. In terms of method, meta-analysis technique has been used to extract the results, which was a qualitative study. In the present study, articles published in domestic and Latin journals have been used. At the beginning of the study, in the first stage, 81 studies were collected. In the second stage, those articles that had p-value, t-value and other statistics were separated from each other. Of these, 43 accepted articles were used. Therefore, the present study aimed to design a human resource empowerment model in the National Iranian Standards Organization. For this purpose, a qualitative and quantitative mixed approach has been used to design and develop a comprehensive model. Also, the present study is an exploratory, survey, causal, applied and fundamental research in terms of the purpose and method. The research statistical population consists of the staff of the Iranian National Standards Organization (400 persons) as well as experts and academics in the field of human resources empowerment and human resources managers of the Iranian National Standards Organization. In the first step, the categories were extracted by interviewing human resources and human resources empowerment Managers of the Iranian National Standards Organization to design the model; then, the research questionnaire was distributed among the staff of the organization that 302 questionnaires (75.5% rate of return) were returned and analyzed.         The purpose of this study is “to design a model for evaluating the performance of educational centers of one of the government organizations in the country using artificial neural network”. This is an evaluation study to evaluate the performance of public organizational educational centers. The information required for this research was collected through parallel information channels such as using the documents of educational centers under the organization and referring to their documents while maintaining the classification level. The statistical population of this study was five educational centers, one of the government organizations that hold educational courses for about 10 thousand personnel between 2013 and 2020; Based on the opinion of experts and the results of related studies, the inputs and outputs of the research were selected and determined. In order to reduce the input and output variables, the structural equation modeling method - partial least squares were used. In order to train the MLP bilayer neural network, the training method was used. After the teaching of neural network. The performance of neural network was examined through test patterns. The value (mean square error) of the MSE corresponds to 13 equal test patterns and 74/7413, which indicated the high accuracy of the trained network.         The current research was carried out with the aim of identifying the dimensions and components of the curriculum of the work environment in business organizations in the Ports and Maritime Organization. In terms of purpose, this research was applied and the approach of the current research was qualitative and theoretical research. The method of data analysis in the present study was thematic analysis. The results of the analysis show that among the 121 indicators (items) available, 24 main components can be identified. Based on the results of the research, it can be seen that the structure of the curriculum includes target components (needs assessment, cultural adaptation and individual differences and flexibility), content (challenging, proportionality and ease of access) and evaluation (suitability of measurement and evaluation with Objectives, content and learning resources, clarity and transparency of assessment criteria, use of assessment and evaluation methods and flexible assessment. Regarding the factors affecting the design and compilation of the learning management-based work environment curriculum in the Ports and Maritime Organization, the results of the research showed that managerial factors, organizational factors, individual factors, and educational factors are effective factors.         The purpose of this paper is to explore and describe the teacher competencies and organizational culture in the viewpoint of activists in the fields of higher education and teacher education. The research based on qualitative research with a phenomenological approach. Data of the research were collected with the deep semi-structured interviews. Participants in the research were based on a targeted sampling method and with respect to the diversity of the groups. The participants included 44 activists in the four groups: faculty of Farhangian university, representative of the leadership institution, experts, and students of Farhangian university, as well as faculty of other universities in the field of education and higher education. By analysis of the data were inferred six teacher competency domains: theoretical knowledge, practical knowledge, monotheistic and aesthetic perspective, professional beliefs, personality, and meta competencies with 15 components. Analysis of data showed that faculty, the board of Directors, and experts of Farhangian university have a mutual opinion about the six competency domains, but students of Farhangian university and faculty of other universities have a different opinion about the personal competencies. In part of organizational culture, were inferred six domains including educational philosophy, trust, organizational interactions, organizational relationships, teacher education, organizational evaluations with 17 components.         The current research has been conducted with the aim of investigating the dark and dark aspects of personality on knowledge concealment with the mediating role of organizational learning culture. The current research is under the proof paradigm and in the applied research group. The data collection tool in this research is 3 standard questionnaires. The reliability of the research tool has also been confirmed based on Cronbach's alpha of the dark triangle of personality (0.75), knowledge concealment (0.77), organizational learning culture (0.71), the statistical population of the research includes professors of Tehran University. The sample size in this research is equal to 187 people using Spss Sample power sampling software and the sampling method in this research is available sampling. The data analysis tool is SPSS and AMOS statistical software. According to the findings of the research, it can be acknowledged that the dark triangle of personality has an effect on the concealment of knowledge and 31% of the variance of knowledge concealment is explained by the component of the dark triangle of personality. The dimensions of the dark triangle of personality (Machiavellianism, narcissism, dimension of intellectual and psychological disorders) have an effect on the concealment of knowledge. 38% of the variance of the knowledge concealment component is explained by the dimensions of the dark triangle of personality (Machiavellianism, narcissism, intellectual and psychological disorders dimension).         In the leading organizations and multinational companies, attending to the new approaches of strategic organizational planning is the main concerns regarding the development of human resources. Therefore, the main goal of this study was to identify the strategic planning model based on organizational innovation for the development of human resources. The approach adopted was qualitative and its method was research synthesis. The research corpus included all articles (124 articles) accessible from 2012 to 2023 that were published in specialized and scientific databases about strategic planning based on organizational innovation. The final sample of the research was 31 articles, which have been selected based on thematic monitoring, theoretical saturation of data, and in a purposive way. The research data was collected from the qualitative analysis of the documents under study. By analyzing the data, the components and indicators of the strategic planning model based on organizational innovation were organized in 6 dimensions, 18 axes and 60 categories. The selected axes in this field included six selected components of managerial components, functional components in the organization, strategic evaluation, ethical-cultural components, structural components and identification of organizational challenges and resources.         The purpose of the present research is to design a knowledge management system deployment model in the social security organization of Hormozgan province. The current research method is a qualitative type of foundation data. The study community consists of experts in the field of knowledge management, employees with 10 years of experience and above, heads of departments and deputies of the social security organization of Hormozgan province. Theoretical sampling of the targeted type was used to select people. Data coding was done using Max Kyuda software. The findings of the research using the coding process showed that 177 primary codes in the form of the model of effective factors (causal and contextual, intervention, strategy and consequence) are effective on the establishment of the knowledge management system in the social security organization of Hormozgan province, and 147 primary codes as Model evaluation indicators were selected. These codes were included in the concepts and key categories according to the findings of the research, the categories of "participatory management, professional competence of employees, the organization's mission and government support" as causal conditions, the categories of "information and management systems, strategy and leadership, education and training, design of courses Training and empowerment of employees" as a strategy and 6 categories (strengthening self-regulation skills, strengthening job motivation, increasing organizational commitment, flexibility in communication, entrepreneurship and innovation, improving organizational performance) have been calculated as the consequences of establishing a knowledge management system in the social security organization. .         Since the purpose of the current research is to formulate development strategies and improve the productivity of human resources in the organization of JDEVS, this study first identifies and calculates the strengths, weaknesses, opportunities and threats of human resources and then presents development strategies and formulates programs Operations and measures in accordance with the strategies in the organization have been discussed. In this regard, people have been gradually selected from among managers, experts and specialists of the Organization of Academic Jihad of Science and Industry. The technique used to analyze the results is also the approach of strategic reference points. The results of the findings show that the main and general strategy of the organization is an aggressive strategy.
